Building the America's SEED Fund Ecosystem
SBIR Resource
Delaware SBDC’s flagship technology initiative is its SBIR Resource™ program. DSBDC created the program to provide SBIR/STTR education and outreach to technology-based entrepreneurs, with emphasis on socially/economically disadvantaged individuals and small businesses in underrepresented areas – typically rural communities.

Federal and State Technology (FAST) Partnership Program
The U.S. Small Business Administration awards organizations supporting startups through specialized training, mentoring, and technical assistance with Federal and State Technology (FAST) Partnership Program funding. This grant, active until at least 2029, enables the Delaware SBDC to execute state/regional programs that increase the number of SBIR/STTR proposals leading to an increase in the number of SBIR/STTR awards.

Our Program Offers Focused Training & Outreach:
- SBIR Seminars & Workshops
These seminars are conducted by Delaware SBDC’s in-house experts. Seminars will introduce innovators to our SBIR Resource™ Program, providing instruction during the development of grant applications. In addition, subjects related to budgets and grant management are covered in the sessions. All workshops can be viewed on the Events Calendar >.
- Advanced SBIR Seminars
These seminars are conducted by agency representatives as well as in-house experts, and focus on advanced industry/agency-specific proposal writing requirements, techniques, and best practices. The Delaware SBDC also provides follow-up instruction through advising.
- Startup 302 and State EDGE Grant Pitch Sessions
These state-sponsored events allow technology entrepreneurs to compete for awards to assist in developing and commercializing technology. Early funding of concepts and ideas contribute to the success of SBIR/STTR applications with some proof of scientific feasibility. Commercialization of Federally invested technologies is pertinent to the ROI of America’s Seed Fund. In-house experts will aid innovators in pitch design, review, and practice.
- Quarterly Technology & Innovation Newsletter
This quarterly email publication highlights upcoming trainings and events, application dates, partner resources and programs, past winners/mentors, and helpful http://SBIR.gov information.
- General Outreach & Events
Delaware SBDC sponsors, attends, exhibits, and presents at community events sponsored by resource partners. The Technology Team serves on boards and committees providing thought leadership, guidance, and SBIR/STTR information and resources; including but not limited to the Technology Transfer/Commercialization Committee, CAT Grant Steering Committee, statewide Technology Resource Network, and SpinIn Program.
