DoD SBIR/STTR Program Manager Updates
The DoD Small Business and Technology Partnerships Office is pleased to announce the official opening of the defense SBIR/STTR Innovation Portal (DSIP), the new website for DoD SBIR/STTR Proposal Submissions. DSIP is now LIVE at https://www.dodsbirsttr.mil/submissions/login and is
accepting Phase II Proposal Submissions.
The DoD SBIR/STTR Submissions Website is slowly being replaced with the new DSIP. SITIS, Topic Search, and BAA Instructions will remain on the legacy website until further notice. Please read the below information for additional details and training opportunities.
Registration and Login in DSIP
For returning program participants, usernames and company information have been imported into DSIP. From the DSIP login page, follow the steps for “Forgot Username or Password,” using your previous username or your name and email address to reset your password and get started in DSIP. For new program participants, follow the steps for New User Registration to create your account in DSIP.

The new DSIP Help Desk is available to answer any questions you may have as we transition to this new system.

Training Materials
Training Materials are available in the Learning & Support section of DSIP. The Job Aids walk you through every step of the new Proposal Submissions
process in DSIP. From anywhere in DSIP, click the blue Question Mark icon on the right side of the page to access the Help & Support features. Click on Training Materials to access the stepby- step instructions for the different sections of DSIP.
Training Webinars
Two training webinar sessions will be hosted in January 2020 to provide a step-by-step training close to the upcoming Phase I and Direct to Phase II Broad Agency Announcement openings on January 14th. The two training webinars will cover the same information, so you only need to register for one, but please register early as there is a limit to the number of registered attendees. We encourage you to participate in one of the training webinars for an opportunity to become familiar with DSIP, learn about the changes to the process, and ask questions. Invitations to register for the Training webinars will be sent out in the coming days from DoDSBIRSupport@reisystems.com. The training webinars will be hosted on:

Impact to Broad Agency Announcements (BAAs)
As of December 10, 2019, the 20.1 SBIR and 20.A STTR and the Air Force X20.1 SBIR and X20.A STTR BAAs are in pre-release, and available on the legacy DoD SBIR/STTR Submissions Website. The new DSIP will begin accepting proposal submissions for these BAAs on January 14, 2020. Firms are highly encouraged to participate in the training webinars to prepare themselves for submitting a proposal to these BAAs.
20.1 SBIR and 20.A STTR Dates:
- Pre-Release begins December 10, 2019
- Announcement opens January 14, 2020
- Announcement closes February 12, 2020
Air Force X20.1 SBIR and X20.A STTR Dates:
- Pre-Release begins December 10, 2019
- Announcement opens January 14, 2020
- Announcement closes February 12, 2020
As of December 10, 2019, the new DSIP will accept Phase II Proposal Submissions.
SITIS
The SBIR/STTR Interactive Topic Information System (SITIS) will remain active during the pre-release period to submit and view questions and answers
related to the topics published in the 20.1 SBIR, 20.A STTR, X20.1 SBIR and X20.A STTR announcements. SITIS will accept new questions for these topics from December 10, 2019 – January 22, 2020. You can continue to access SITIS at https://sbir.defensebusiness.org/. Please note that if you are not a returning user, you will have to register in SITIS, as this is a separate system from the new DSIP.
CCR
The Company Commercialization Report (CCR) where firms provide their current commercialization for each SBIR/STTR phase received, is slowly being transitioned from the old website to DSIP. Currently, this report is not available to firms, but will be back online in the coming months. The CCR will not be required as part of the proposal submissions fro the 20.1, 20.A, X20.1, and X20.A BAAs. Stay tuned for additional updates.
