APEX Accelerators Delaware

APEX DE (previously known as PTAC) operates under the program management of the Department of Defense’s Office of Small Business Programs (OSBP). This program was originally established by Congress in 1985 as the Procurement Technical Assistance Program (PTAP). APEX DE provides no-cost services to advise and counsel businesses that are physically located in Delaware to competitively sell their products and services to Federal, State, and Local government agencies in support of the Defense Industrial Base (DIB) and (non-DoD) Government Industrial Base (GIB).

Contracting (Procurement) Training

Training businesses to understand government contracting/procurement policies, procedures, and practices.

Government Contracting: Advising and Counseling

Advising clients on preparation and submission of required certifications and registrations, bids/proposals, documentation, etc., to prepare them for selling their products and services to the government.

Government Contracting Market Research and Subcontracting Decisions

Advising businesses on teaming arrangements, government market research and identifying prime contractors with potential subcontracting opportunities.

Government Contracting Opportunities

Advising clients on finding government procurement opportunities via Government Points of Entry (GPE), i.e., SAM Contracting Opportunities, Delaware MyMarketPlace Bids, etc.
