Our Team

Since 2018, Lou has shared over 40 years of experience in small business technology, government contracting and grant management as SBDC’s Technology Business Development Manager. Lou has a proven track record of managing P&L for R&D organizations, having published over 20 technical papers, commercialized products, and been awarded competitive FAST grant funding year over year to build out the Delaware SBDC’s SBIR Resource program. 

Lou is well-versed in government contracting and reporting requirements, including DCAA-compliant accounting and indirect cost negotiation. As a principal investigator and/or key resource, Lou has assisted clients on grants and contracts with federal agencies, including NIH, DOD, DOE, NASA, NSF, EPA, and USDA – even securing a highly successful Phase III XLERATOR grant with DOE. He has contributed to innovation through research at the University of Delaware’s Institute of Energy Conversion and held executive positions, including Vice President of Advanced Products at AstroPower, Inc., and across two other startups. 

 With a Bachelor of Science in Physics and a minor in Vocal Music from the University of Delaware, Lou combines technical acumen with diverse interests and a creative approach to guide technology businesses toward success.
